On the land-based front, we do not expect too much growth. With the launch of the William Hill Sports Book in Tropicana Casino, there is just two candidates left in Atlantic City to launch books. One, Hard Rock Casino, we hope to go live with a retail publication this quarter, as Hard Rock has already signed a Letter of Intent with Gaming Innovation Group for an omni-channel sportsbook platform.
As previously mentioned, Freehold Raceway, possessed by Penn National Gaming and Greenwood Gaming (owner of Parx Casino in Pennsylvania) is also a prime candidate to go into the land-based sports betting kingdom.
On the online front, there is much more room to maneuver as each sports betting license holder is entitled to three branded sites, or skins. Some, like Monmouth Park and Resorts AC, have surfaced two skins, but a lot of others, including heavyweights Tropicana, Hard Rock Casino, and Golden Nugget, haven’t launched any. Anticipate multiple AC-branded online sportsbooks to pop up at the not-so-distant near future, and for other businesses such as the Kindred Group (currently aligned with Hard Rock Casino) and Australian-based PointsBet (partnered with the Meadowlands) to also launch online books in New Jersey.
After the smoke clears it will not be unheard of to find upwards of 30 online sportsbooks at New Jersey.
Regulations, taxes, and earnings It was just a few brief weeks following the U.S. Supreme Court kicked PASPA into the wayside that New Jersey passed sports betting legislation. The bill passed by unanimous vote in both chambers and has been swiftly signed into law by Governor Phil Murphy (who happened to place the initial bet at Monmouth Park after that week) on June 11.
Regulation of this industry was handed off to the NJ Division of Gaming Enforcement, the exact same agency that manages oversight for Atlantic City casinos and online gambling websites in New Jersey. Fortunately, the nation had been primed to offer sports gambling for several years, enabling regulators to launch emergency regulations only two weeks after Murphy penned the sport betting bill into law.
New Jersey law mandates that only qualified casinos and racetracks be eligible for a sports gambling license, which online sportsbook operators must be partnered with a license holder. Other points of interest:

New Jersey doesn’t cover an ethics fee to professional sports leagues in exchange for data and league supervision, nor will it likely ever.
With regards to handle, New Jersey books took $184 million in bets during September 2018. And from June — September, the business produced over $40.4 million in revenue. Word is still out on exactly how large the industry will get, since there are still a lot of books that have not established yet, and lots of prospective bettors are still unaware of the distinction between offshore and legal sites, or that legal sports gambling is even a thing. Industry analysts view NJ sports gambling topping out at just over $300 million in yearly revenue, which would render it an ever-so-slightly bigger moneymaker than in Nevada. We are inclined to concur with this investigation.
A brief history of New Jersey sports betting New Jersey’s battle to legalize sports betting within its borders extends all the way back to 2009, when State Sen. Raymond Lesniak introduced sports gambling legislation. His bill would readily pass via voter referendum in 2011, leading then Governor Chris Christie to maneuver it into law the next year.
Unfortunately there was one enormous roadblock, and that was the Professional and Amateur Sports Protection Amendment (PASPA) of 1992. PASPA, driven by former New York Knick Bill Bradley, illegal sports wagering in all but four states (and really only Nevada). Interestingly, New Jersey had a one year window from the beginning of PASPA to pass laws legalizing sports gambling in the state, but political turmoil doomed the campaign. Shortly after sports betting regulations were published in August 2012, professional sports leagues filed a suit against Christie and New Jersey. The next few years were riddled with disappointment for New Jersey, since it lost in the district courts, then twice in the Third Circuit Court of Appeals. Then in June 2014, the nation has been delivered yet another catastrophic blow, when the U.S. Supreme Court refused to take New Jersey’s allure.
Additionally in 2014, the constantly staunch gaming proponent Lesniak went to work on new sports betting legislation that would function as a type of PASPA workaround. The same result, with New Jersey and Christie once more losing to the leagues in the courts. However, by this time, the prevailing attitude toward sports betting was beginning to show some cracks. Directed by this, New Jersey once more asked the U.S. Supreme Court to hear its case. This time, it approved, hearing oral arguments in Christie v. NCAA (afterwards Murphy v. NCAA) on December 4, 2017.
Five-and-a-half month later, on May 14, 2018, the Court announced its decision, voting 7-2 which PASPA violated the 10th amendment, and deeming it entirely unconstitutional by a 6-3 count. Only a couple of weeks after, New Jersey passed a brand new sports gambling bill, and in a ribbon cutting ceremony at the Monmouth Park sportsbook on June 14, 2018, the industry has been born.Today, it thrives.
